各位大神：
UE进行数据传输的时候，怎么判断是用数据面还是控制面呢？23401给出了一个例子是MME的，etermined by the size of data transferred in UL and DL using Control Plane CIoT EPS optimisation triggers the establishment of S1-U bearer(s)
如果是UE呢，除了历史数据量之外还有其他条件吗
