HUAWEIMA5606T,同一个分光器下只能有一个光猫正常上网

网络参数：VLAN10 用来上网 VLAN99 用来管理交换机和OLT。
故障现象：3个光猫不能同时ping通 172.16.16.1这个IP,只有一个光猫能ping通，不知道什么原因，由于刚刚学习EPON技术，请各位老师引导，万分感谢。
